Europe stocks to open higher as Fed speculation persists; oil slides

European stocks are expected to open slightly higher on Tuesday with markets in wait and see mode ahead of a speech on Friday by Federal Reserve chair Janet Yellen at Jackson Hole that could give clues about the timing of a U.S interest rate hike.
